The purpose of the Service-Disabled Veteran-Owned Small Business Concern Procurement Program is to provide procuring agencies with the authority to set acquisitions aside for exclusive competition among service-disabled veteran-owned small business concerns, as well as the authority to make sole source awards to service-disabled veteran-owned small business concerns if certain conditions are met.
This procurement authority, and its subsequent implementation, is a logical extension of VA’s mission to care for our Nation’s Veterans. VA refers to this program as the Veterans First Contracting Program.
Minority group members are United States citizens who are Asian, Black, Hispanic and Native American. Ownership by minority individuals means the business is at least 51% owned by such individuals or, in the case of a publicly-owned business, at least 51% of the stock is owned by one or more such individuals i.e. the management and daily operations are controlled by those minority group members.

GENERAL PURPOSE COMMERCIAL INFORMATION TECHNOLOGY EQUIPMENT, SOFTWARE, AND SERVICES –
Pursuant to Section 211 of the e-Gov Act of 2002, Cooperative Purchasing provides authorized State and local government entities access to information technology items offered through GSA’s Schedule 70 and the Corporate contracts for associated special item numbers. Contracts with the COOP PURC icon indicate that authorized state and local government entities may procure from that contract.
Schedule 70 is an IT services supply schedule. Small business and SDVOSB set asides are allowed on IT70. The contract sets labor category definitions and hourly rate limits as negotiated for each contract holder.
VECTOR stands for Veteran Enterprises Contracting for Transformation and Operational Readiness. The scope covers six key areas – management and improvement; analyses; training; outreach; supply chain; and human resources.
Solutions for Enterprise-Wide Procurement (SEWP, pronounced ‘soup’), is a multi-award Government-Wide Acquisition Contract (GWAC) vehicle focused on commercial IT products and product based services. With over 140 pre-competed Prime Contract Holders, SEWP offers a wide range of commercial advanced technology including tablets, desktops and servers; IT peripherals; network equipment; storage systems; security tools; software products; cloud based services; telecommunications; Health IT; sensors; video conferencing systems and other IT, Communication and Audio-Visual products. Product based Services such as installation, training, maintenance and warranty and a full range of product based services are also available through SEWP.
